Requirements for playtime reward?

Was curious if there's some sort of requirements for being able to have access to them?
I had a friend who was running swagbucks on a phone that didn't have a sim card in it, but kept getting a message he didn't have access to playtime rewards, but I had a phone that could run inboxdollars for playtime on a phone that didn't have a sim card, both phones were around android 10.
I've heard that resetting the phone works, but for me and my friend it didn't. I also know that if you swap phones with the same account you'll lose access to the playtime.
Been trying to narrow down what requirements that the playtime reward sponsors are giving access to for people to be able to use it.
We are both in US as well and same state.
Just curious if anyone has any better ideas or knows more about this.
