Paypal Hold

Hey guys I try to avoid PayPal at all costs for obvious reasons but I need someone who knows their shit. On my friends paypal she accidentally sent payment TWICE to one of her friends for a service. The seller did a refund and now my friends account is on hold for 21 days whilst asking for a tracking number even tho my friend was the buyer of the transaction. What are our options? If anyone can help I can paypal y'all a few bucks for the trouble
