Amazon payments issue

OK so i'm working on signing up for mturk. I've got the approval and now i'm on to the step of proving my identity with amazon payments. Its asking me to upload a file of a passport or drivers licence however i on neither of those. I've tried doing it with my state ID however it pops up with the message "There was an error while uploading your file please try again." I can't seem to get it i'd like some help if you know.
