Confused. Getting paid from surveys etc to PayPal, is this considered "Goods & Services"???

I'm not using the goods and services feature. I know PayPal takes a percentage when sending these payments to my bank after PayPal getting them from the survey sites and other study sites.

Is this really considered Goods & Services? I can't find anything anywhere. ONLY info is if someone is selling or buying through PayPal is when it's considered that so I'm so confused.
