cashing out with dataannotation

I see you have to wait 72 hours, but is that even after it shows up as withdrawable? I had my first $5 a couple days ago and cashed out and had it within 5 mins. Now i have $25 available under withdrawable funds, but i cannot click it...its not clickable. Glitch or just need to wait? this became available yesterday I believe. I just thought if it was in withdrawable, you could withdraw it.
