TopCashBack US only?

Has any non-us citizen tried using this?

The VPN deals are crazy you’ll almost get them for free but I am wondering if this works outside US. The policy says everyone is welcome but cashback outside US is uncertain and dependent on the retailer’s confirmation of a reward.
