PayPal TOS update?

I’ve been using PayPal as a cash out for service exchange websites and I know they were really harassing me at one point to file my w-2 and I heard about them freezing accounts and,

1. I don’t make enough obviously to be taxed (I think )

2. I’m under 18 so I can’t file anything

My general question is because PayPal see my account as a seller because I have a reoccurring income will the tos freeze my account I’ve read up on it but I don’t completely understand how it effects me
