Premise App jobs

So I read about the Premise App on here a week or so ago. There were tons of little jobs in my town and I did most of them. Since then they haven’t added anymore. I was hoping there would always be lots of jobs, but was thinking the reason there were so many when I first downloaded it was because there isn’t anyone in my area that does them. Are there usually plenty of little tasks or was I right? Also how does it take to cash out to PayPal? Is it instant?
