Can you donate through a vein in your hand?

I just had blood taken for annual physical & they drew it from my hand because my veins were small in arms. It didn't hurt at all, unlike a blood draw from my inner arm. So, question is..."Can I donate plasma through the larger veins on the top of my hand? Thank you!
