It most likely is only open for women ages 18+.

It looks like thePinkPanel regularly runs surveys and beauty product tests, so you can sign up on their website if you're interested in doing more surveys and tests. It is only open to women age 18+ in the USA or Canada. They say that there are a few opportunities each month, and you can participate in one product test every 6 months. Incentives are emailed within 7-14 days after the test ends.

I have not personally used this website before, but they appear to have a good reputation.
