Need halp! My Paypal accunt has been limited

So I recently got this email from paypal, if you can also see outlook is telling me that "This message was sent with High importance."

also it seems that I missed a few alerts from them as the title says "We sents news notify alert to you, because your accunts was login from another devices.."





So need your help, I know you are going to suggest opening the attachment, but I did that, nothing happened, my pc lagged for a second and nothing opened...
