A lot of people fail on Fiverr because they don't take things systematically and rarely do any research. To be a successful freelancer, you need to do research. See what others are doing in your niche and make your gigs (services) and prices accordingly. You can succeed on Fiverr even if you offer saturated services on Fiverr.

I know because I offer graphic design services on Fiverr. I am a freelancer there since July 2018 and I have completed around 500 projects. I have 5-star ratings and I know how Fiverr works.
