What are some good not overused countries for a PayPal stealth?

What are some good countries to use when registering for a PayPal stealth account? Looking for something lowkey.

Ideally it would be:

1. without strict document requirements (Russia and USA fail this)
2. with gift option (Business accs fail this, so countries where personal accs can't receive money are not good)
3. with no strict receiving/sending limits (EU accs fail this after 2k or smth)

Also need a reality check if I reallly should be looking for unknown countries or...
