Transcription question: are repetitions considered false starts as well?

I have a transcription question. Thought someone here who does transcription might be able to answer my question.

I have been transcribing depositions for a private client. She said to use a double dash (--) for all false starts.

My understanding is that repetitions are not considered false starts. ie. "The, the, the black car crashed into my, my vehicle."
