I was withdrawing money to my bank from PayPal and I randomly got this error. It's the first time I see it and I've been using it for years to withdraw money to my bank. Luckily the solution is easy: just try to withdraw half or 1/3 of what you were trying to withdraw and see if that goes through. That solved it for me.

This is the exact error message that it gave me:
