I'm trying to use Prepaid Digital Solutions but it won't let me spend it at all

I've tried using the card with paypal, steam, amazon, and other things multiple times to no avail. It always tells me that my card has been declined and to contact my bank. I've tried calling their company, but they didn't pick up after 40 minutes so I gave that up, and when I tried emailing them 4 days ago, they still haven't replied. Can anyone help or is my money just lost?
