CashWalk glitch?

I'm a new user and had about 7,000 coins. When I went to the Cashout page, it said that a minimum of 20,000 coins were needed for the Paypal option (which was fine).

I completed one of the Tasks which paid out 29,000. I have 36,000+ now, but when I went back to the Cashout page, the minimum for Paypal changed to 3,000,000.

I don't know if this is a glitch or something else...?
