question about taxes

I just received an email from Dynata asking me to fill out a W9 form.

The problem is: I am not from the US and I'm still in the process of receiving my papers so I don't have a work permit or ssn yet and cannot fill out this form.

Does anybody have a similar experience? what happens if you don't send the form?
