Question about how TopCashBack works

I saw an offer on TopCashBack (I can link if you want but I'm not sure whether that's okay) that gives cash back on GoPuff purchases.

It says that it will give $8 back for "New Customer Purchase" and $2 back for "Existing Customer Purchase." What does this mean?

I could imagine it meaning the following:

• You have created your TopCashBack account recently;
• You have never made a purchase through TopCashBack before;
• You have created your GoPuff account recently;
• You have never made a purchase through GoPuff before;
• You create your GoPuff account while TopCashBack is tracking you;
• You create your GoPuff account and then immediately make an order, all while TopCashBack is tracking you;
• Some combination of these;
• Something else I haven't thought of.
