Question about Paypal fees

I'm part of a survey panel, and I get payments from time to time. This month I've had more time on my hands so I've been able to cash out a few times. This is the 4th payment in a month and for some reason Paypal wants to charge a fee for it. I've been doing surveys for years and this is the first time I've seen this. Normally it looks like this with no fees. What is going on?
