Almost 2k made with dscout and no 1099 from paypal

Is anyone else missing their 1099 from PayPal? I made almost 2k from taking surveys through dscout and do not have the form on my account. I have tried contacting PayPal with no success. There phone line said to message them due to high call volume and their message system doesn't seem to be working.
