Upscale Upwork suggestion

I am top rated plus seller on upwork in medical writing section. Currently earning around 1600 bucks per month. But i feel there are so many projects i dont take due to me being busy. Will starting an agency and outsourcing work and keeping some profit help me earn more? Obviously i will ensure quality is not compromised. I want opinion of anyone who has good knowledge and experience.
