Appen Shashta Exam part 2 related question (Lionbridge Map Search Evaluation)

Currently studying to take the exam and I just came across an issue that I can not find the solution to anywhere. I am torn between one detail on the guidelines.

*Made up example*

The query is for, "999 Spruce", the first closest possible result is "999 E Spruce St." (about 10kms outside Viewport). Let's say that the second closest result is "999 Spruce St." (about 100 kms away). What will the rating be for the closest result? Since there is an E in the result but not in the query. That could just be a mistake on the user's end or the user could be looking for the result that is further away.

The query is for an address on Spruce street, there is east and west Spruce street but no Spruce street near the viewport area.

I think that the user is likely trying to reach 999 E Spruce St. because the next best result is quite far away, so relevance should be rated bad. We know from section 7.1.3. that street directions are a part of the street name.
