Prizerebel $600 limit ?

Has anyone made more than $600 (with PayPal only) on prize rebel ? I was told when you hit $600 they’ll freeze your account from cashing out until they send you a 1099 form but I’ve also read that it doesn’t count with PayPal. Is this true ?
