Hiring Desktop Application developer

Hey I am looking to hire a desktop application developer who can make a custom application for me. The app will communicate an email server through WEBAPI AUTH or SMTP AUTH and send emails based on specific conditions. It will read return codes from the email server and stop or pause the campaign according to the results. It will also read emails and make decisions like stoping a campaign or pausing it based on the result. More details will be shared over skype.
