high FPS but blurry when moving/shooting

Does anyone know what this is caused by, I have copied basicailly all settings from my last PC but I have 350 FPS and I get blurr'ish vision when moving and shooting in csgo - It's super hard to even explain it, you just feel it when ur used to the game in a special way.
