Are cint panels legit?

Does anyone use a cint panel to do surveys? do you know if they payout? I heard that they recently updated their policy so it now takes 10 working days for your first payment due to high levels of fraud then it drops to 4 working days for every payment after. So far I have been waiting 7 days. I'm just looking for some reassurance that they're actually going to payout.
