Which country is the best for Fiverr? Does it matter?

I want to register a Fiverr account, but I don't want to deal with GST (in India) and other things like that, does Fiverr require you to submit any tax forms or withhold any earnings from you or impose any limits on you depending on the country you choose? I'm looking for the most hassle free country, maybe Philippines ?
