PPOC - Testing Products and Amazon - how legit?

I Joined PPOC a few months ago, I have had no issues and have been reimbursed for everything I've ordered. My question is, how does this work out? What if you reimburse someone that bought the product and then, returns it to amazon? wouldn't you be making twice the money? how are they able to not lose money?
