Possible to transfer PayPal Voucher to bank?

Ok so, I received a voucher from PayPal for $50, it says to redeem it on any merchant website that accepts PayPal in USD. But is there any way I can get the voucher balance directly in my bank? (My main currency is INR so I can't just buy another gift card like Amazon with the voucher cause I need to get something in INR)
