Premise app Problem

Hello guys am a newbie here .. im wondering about premise application i have been trying to cashout for over a month and its always denied and now when i try to check my payment " which is over 60dollar " it doesnt even allow that ...so does anyone have this problem and is there any app like premise that's worldwide since in algeria alot of them dont work like roamler etc
