Inbox Dollars wants me to fill out a W-9 form. Do I do it or not?

So I do InboxDollars as a way to get money. Not a bad site at all at times. I usually do the offers when they are actually money makers. InboxDollars has this thing. You can only cash out up to $300 a year. If you do more, you need a W-9 form. Earlier this year in January, I cashed out $203. I am now at $220. When you cash out, you must cash everything so it would put me over $300. I could just sit on it and collect enough so I don't pass $300 and cash out next year or fill out the W-9 form.

I have no idea what a W-9 form is. I mean I know it's for tax purposes but what I am asking is should I fill it out and if so what's the pros and cons?
