Is PointClub a legitimate site?

I signed up with an email, completed the 5000 points ($5) signup bonus, and was trying to figure out how to redeem it. I went through their FAQ and found that the minimum cashout is 25,000 points ($25), so I’m naturally suspicious. Has anyone else had problems with this site?
