What are those Paypal gift card that are on reedem stores of different awarding apps or website?

Is it Paypal transaction or Gift Card from Visa, Mastercard, etc. I think there is no such thing as Paypal gift card but i see it everywhere on reedem stores of some legit paying website or apps.
