Question about the Postmates offer. Do you have to download the app to your phone?

I signed up and made an order over a week and a half ago but still haven't been paid yet. It says to download the app and make your first order but I did it on a PC browser. The thing is it doesn't say that on the main offer page. It just says make your first order and have it delivered.
