Panel Champ payment process?

Hi I requested two paypal payments via panel champ and still have yet to receive my payment and someone named grace emailed me and told me to submit a "request review" but payment went from "processing" to "requested" is anyone familiar with this at all? or did i get scammed and panel champ isn't legit? i'm just trying to stop people from wasting their time.
