Amazon Payments "manual verification" help: unable to confirm account information.

Hi,

Recently I tried to get back into my Mechanical Turk account again, but when reactivating my Amazon Payments account, I got the email message "Unfortunately, we have been unable to confirm your account information which is required in order to utilize our service. We regret we will not be able to allow your account to transact in the future."

From some googling it seems like many people have been getting this same email. I called Payments customer service and the rep told me that this "has been a common issue recently" and suggested that I go through the site's "manual verification process". (As opposed to "instant verification" which is like the default option?) She said that worked for most people who were locked out of their accounts. However she wasn't able to tell me exactly where I could find a link to that and I'm still not sure what that is referring to. Does anyone know what that means?

From looking at others' posts, some have found success by faxing their drivers license and social security card directly to Amazon Payments. (fax number 1800-887-0540) However there seems to be a risk of being permanently banned, so I want to try to figure out this "manual verification" thing the Payments rep told me about, before I go down other routes.

I also just now completed this "tax interview" form on Payments, by giving my name and Soc. security # for W9 purposes... will this help them verify my account info or is this unrelated?
