Is there a cheap Shirt / Merch POD service or website from China?

American and european POD websites have shirts that are pretty expensive. I think you can get a shirt from China with a design on it for around $3 (including shipping) or whatever and I'm not sure the quality will differ that much, after all the American and European shirts probably come from China or some other Asian country as well where the manufacturing costs are low.
