Quartr App: Joined over a month ago and not getting any offers? Stuck at $1.30 earned.

I signed up to get a notification when Quartr went live. Got my email about a month or two ago, signed up, and did the initial offers, earning $1.30. Now its been a couple months and I've been checking the app about once a week and haven't gotten any other offers. Am I somehow blacklisted on the app? Is it dead? Basically; why isn't there anything to do on the app?
