Can you use online American Cash Back sites from Canada?

I'm thinking of using either usejewel or befregual

Does anyone have experience with this?

I can't find the answer to this question anywhere on the internet.

I'm making a large purchase. $600+ at IndoChino and I'm worried if it might not work.

The only Canadian site I know that has Cashback for IndoChino is Rakuten/Ebates at a sad 1%...Compare that to UseJewel 10.5%! and 3% at BeFrugal
