Why hitleap selling minutes package so expensive?

I'm new to hitleap. I saw people in this forum posted selling their hitleap minutes so cheap. Hitleap selling it so expensive, like 10K minutes cost 9EUR in hitleap Buy section, while I saw someone posted in this forum 10k minutes for $1? Really? - why would anyone buy from hitleap wesbtsite them. I don't understand what's the different.
