Was quartr a data grab and run?

I participated in both the betas which earned me in total $30. They said the app was almost ready to launch back in April. It is now June and haven’t heard anything. I actually checked their Instagram page and there was a comment a few days ago that was kind of a rant about the app and it was deleted.
