tracking devices GPS any help

hi TBN , i want to start a small project that tracks vehicles (cars , trucks, buses .....) i want to built my own website what is the best way to find that kind of persons who can do that job + i want also the tracking devices thanks in advance i will much appreciated if u can give me advice
