How do I post outside of this section?

Here's an announcement on the creation of this section.

Basically I want to round up all the new users who don't have many posts and have them all in the same section. You can post outside this section once you are promoted to a regular member.

There has always been too much confusion as to where and what brand new users are allowed to do. I am trying to make this all a little more straightforward and start an area...
