Does confirming prepaid visa card verify my paypal account so i can cashout on sites like swagbucks?

I heard people using a prepaid visa to verify accounts. They charged me like $2 and sent me a code to enter into paypal to confirm. Does that mean my account is verify? How do i find out my account is verified?
